My husband and I just got home from this area. We’ve camped out here twice in the last 2 years.
The month of May was a bit windy, rainy and cool - the roads were a little muddy but no problems entering or exiting. It’s a fantastic spot for disbursed camping.

How far is it from the entrance of the park?
To the main park visitor center going back onto I-90 and entering at the main entrance, driving down towards Interior it’s about 35-40 miles. There are multiple entrances to the park though.
Does it have a cell signal?
Hmmm. Good question. I don’t recall. Sorry. It’s been a few years since I’ve been there. It’s a bit off the freeway as well.
How safe is this place
I’ve not had issues. Campers are usually pretty good and watch out for one another. In July there was a lot of campers on the rim. You are not alone.
Can you run a generator.
I did not see any restrictions using a generator when I was there several years ago.
