I would imagine a study has been done to determine the note most likely to be heard by the widest cross-section of the population? These seem to range from A4 (440 Hz) to C#5 (554.37 Hz).
The tone of a General Signals Type 2 Bell would be considered the universal pitch of a railroad crossing bell, and most other bells use a tone similar to it.

Those slights are called RSI LEDs. It’s rare to see with a RSI E Bell

They're designed now to be easily heard from inside a Car, which involves a specific frequency so they don't have to be dangerously loud.

The low pitch Safetran Type 3 is in Hammond, LA at Charles St, the RSI E-Bells are at Liberty St in Mercedes, TX, and the Type 1 is in Bremond, TX.
