If no beast can be found then it's impossible to manifest a grand class (with the exception of special ritual in Olympus). Those watchers didn't realize that the lines forming over Tiamat were the same death lines that Tohno Shiki saw with his Mystic Eyes and they didn't have to because the anime did a good job of making the important things noticable to average viewers.

Moreover, the demerit of him having a low presence concealment is also terrifying because enemies could feel that something is off or ominous when King Hassan is targeting them, which makes it scarier.

Wonder if anyones realized that hassans noble phantasm, is basically a assassins contract back then. In the sense that assassins were so feared by people, you were considered impossible to be saved.
