Yes, it was an in-joke started by Joe Menosky during TNG and then picked up by other writers.

@JohnDiMarco Nice. Tbh I never noticed it before. I've watched all the series many times... never clicked... but I guess it doesn't come up all the time. Just watching it like this shows how many times they did it. Was it the same for DS9 as well??
