Almost same here in India, only thing, the bike is to be packed in gunny bag and sealed in total except the handle. Secondly, why the officer was not in uniform, while on duty ? Chief booking officer is quite a responsible post.

I think unregistered bikes aren't allowed

I booked unregistered bike right now, it is possible to do, original sales certificate required.. on phone inquiry they miss guide that Police NOC is required at the booking time they said no required if the sale invoice is on sender name.

One primary thing which they do follow and that is appearance of owner at the time of booking
If owner is there then they are there to cooperate
