Roy William Harper Jr. was the first to be Green Arrow's sidekick, getting the name "Speedy". When he was all grown up (around his 22) and GA died (he resurrected later), he took the name Red Arrow, until his daughter (Lian Harper) died in Cry for Justice and he also lost his right arm, he turned a bit more rebel and rough, and he called himself Arsenal (since it was a good fit for his also new cybernetic right arm). Red Hood/Robin II/Original Red Robin, a.k.a Jason Todd, is someone different.
Speedy/Arsenal/Red Arrow is pretty much confirmed already since Roy Harper got interested in him and is confirmed for the main cast next season And I heard Hal Jordan (not as green lantern) is supposed to appear on the show right now most dc-related things (besides the few obvious characters) have just been references though who knows when that'll change

I'm assuming Thea dies in some tragic crime related way, and Roy Harper blames the Arrow and tries to hunt him down, then when he discovered that it's Oliver they both hunt down the one responsible, and Harper becomes his protege. To honor Thea's name he takes on the hero name "speedy". I haven't read comics for Green arrow / Roy harper, but isn't he known as Speedy / Arsenal / Red Arrow? not red hood.

This is the show's biggest flaw imo. It's too ashamed of being based on a fantasy universe. By that I mean, magic, aliens, and superpowers don't exist in this version of Green Arrow's world. Hell the writers are too ashamed of the original product to call the star Green Arrow! The irony is that they show and sometimes name other cheesy characters. China White, Deadshot, The Huntress, Deathstroke. As much as I like the show, they need to lose this phobia of being based on a comic book.
