I love the silliness of these fic's... A Shinobi Village is a Military Dictatorship. If The Hokage wants a ninja to die, they die, if a Hokage does NOT want a Ninja to die, they do not die. The Advisers are committing treason by attempting to force the Hokage's hand. She would be perfectly in her right to kill them ON THE SPOT.
True but if this were totally true there would be need for the council in the story and hiruzen won't have had headaches with danzo. Even if the hokage is the head of this dictatorship, there is a lot of political gameplay involved. But an order remains an order, this level of disrespect in the story is comical.
Yeah, the fanfics exaggerate or make up things just for the entertainment, you can't fault them since that's what fanfiction is about. In canon there's no such thing as a "civilian council", there's just the hokage, his two advisors (danzo is not an advisor) and the clan heads and important jonin, that's the closest thing to a council in the manga and anime, and they only convene in rare, important situations, it's not like they meet up for every little issue that pops up. Also, it's clear in the manga that the hokage actually has a lot of power, unlike most fanfics, as otherwise Naruto's life would've been as bad as the fanfics always exaggerate it to be. In canon, Naruto was just neglected and ignored, he was never abused, assassinated, sabotaged, etc. He was lonely because everyone ignored him and looked at him with hateful stares. He had no friends. He sought attention to remedy his loneliness, thus his pranks and attention-seeking behaviour. This made him even more unpopular, worsening his situation. He was also a poor student, as he couldn't focus and wasn't very smart, plus he was more interested in showing off for attention. He wasn't being sabotaged by the teachers, they just didn't like him because of their bias and him being a poor student and his poor behaviour. The hokage protected Naruto from becoming Danzo's weapon, he made it so that none of the adults in the village told the children about what Naruto was, which actually worked because Naruto ended up becoming friends with all the (important) ninja of his age. The hokage is probably also the person who supported Naruto financially with his own apartment, money for food and clothes, etc.

Problem with the stories the fire Dimeo wouldn’t give up his best weapon to his enemies for the simple fact, Naruto would always be more important than Sasuke ever would be no country in history. Would let their best weapon go if the village didn’t like them they simply just send them to another.
