The others are just references, but 0:27 confirms that both shows take place in the same universe. It confirms that Anne is a real person in the TOH universe. If I had to guess, I'd say this episode takes place a few weeks or months after the end of Amphibia. The Owl House would also be connected because in the Lost Legends novel, which is proven to be canon by the show creator, you see a wanted poster in the background and the person on the poster looks a lot like Eda. Also lets not forget about the constant references between the Owl House and Amphibia, which therefore also connects Amphibia.

Because the colors red, green and blue are the three so called additive colors as we all learned in the school subject Physics and in the special subject Optics. And the cone cells in the eyes of humans are also in those three additive colors, in exactly red, green and blue. This is basic knowledge of the subject Optics. Therefore the probability that in a Disney series the three additive colors red, green and blue appear, is very high. So the color uniform of that Hexside student is definitely no reference to especially the main characters of Amphibia.
