A perfect illustration of a bilateral marsal accelerator with a minimum amount of score motion on the upper guide bearings. These are often used in Canuter assemblies when reciprocating phase detractors wouldn't need the sync/pause ratio normally used at higher speeds.
You can replace the crank handle with a gear and then add a motor with a gear that meshes with the crank gear. That way you can electronically crank it.
I feel like if you used a side to side motion with the machines up and down you could have some unreliable outcomes that may crank that wheel pretty quick one way or the other
There's MANY uses of rotation to oscillating movement all over the place.... This mechanism allows you to vary the amplitude of the oscillation, although the linkage looks like it wouldn't support particularly large forces...

It would be better to change the position with the stationary parts so the adjustment handle isn't jumping up and down. In case you wonder where such mechanism can be used : there are contaptions that simulate and proof test rough terrain transport for sensitive devices such as fuses and initiating explosives like primers. Basically this oscillating motion generates the acceleration required to run these tests. The devices are generally packed in their final packing case and strapped to a table that moves wild like that for a certain duration.
Optical illusion, my guy. Your eyes can't track motion at that speed very well, and the splines are rapidly clipping in and out of your field of view. Something about this phenomenon makes it look like it's turning the other way.
