You can drain from the reservoir, and empty the system. So that water doesn’t drip or leak out over sensitive components when you disconnect from the water block.
In all honesty, Linus has been doing this stuff for years. He’s fine. He doesn’t usually break things with water (he usually just drops it). But that’s the context behind him mentioning that he wasn’t going to drain the loop first. Because normally, one would drain it further down the loop where to prevent spilling water over sensitive components.

Linus and company wouldn't be that cheap: If they happen to have either a Dual Titan RTX (via NVLink), Tesla T4, or Dual Quadro RTX 8000 (via NVLink) that they can use for the project, then I know for a fact that they'll likely resort to that instead; a Dual Socket Xeon Platinum 9282 or Eight Socket Xeon Platinum 8280L with 036 TB of DDR IV ECC RAM would be straight up overkill but probably get the job done just as well, though the latter concept would probably be more suitable for "032 Gamers/Workstations, Eight CPUs", that would be a very expensive setup (especially with Quadro RTX 8000s) but this rig will last for decades, especially if it were only one person making material with it.

So one way or the other, if you have the money or chips laying around, then it would be a stupid idea not to use them. I think a few WAN shows ago he spoke about the topic in question as well. And if I remember correctly, it was something like "AMD is good value and great chips on the market right now, but a person who is not money bound, and has the task for the better chip, would still go for the more expensive, less bang-for-buck chip". Those issues are fine for a consumer, but LTT is a business and that requires stability, which means having as little down time as possible on critical systems like this server. Perhaps in a few months when those issues get fleshed out and the platform is known to be stable, they will try using it, but as of now it's just too new. I also honestly doubt it's an AMD thing either, I'd bet if the Ryzen launch was instead an Intel one, the still would have most likely opted for what they did in this video.

I've heard linus give a speech previously about how he doesn't like to use the absolute "cutting edge" in his office use cases. I wonder if he is using this excuse to not use threadripper. In my office, I created a threadripper based nas (for pcie lanes), and it works great! And it fits perfectly in a 4u case with a specific noctua cooler. I do realize that the 9 series cpu he used may be considered "cutting edge", however ryzen is more so, considering that intel basically just refreshes the Same architecture, while ryzen is still relatively new, and it probably wouldn't be worth switching to unless he used the new ryzen 3000 series.

Adobe programs, especially premiere & after effects LOVE intel cpu for higher clock speed (cores also matter but it is heavily biased on clock) & also the Intel QuickSync for these apps are just blazing fast compared to AMD. I'd suggest VEGAS Pro or DaVinci Resolve studio for AMD platform to fully use AMD hardware (cpu & gpu) but depending on the workflow, It'd not fit LTT's editing team right now as vegas pro is too simple and davinci resolve is way too complex. I personally shifted from vegas to premiere to resolve as of now to make use of my ryzen 1700 & rx580.
Also this video is I assume recorded before the 3900x launch, as reviews show it beating i9-9900k in both gaming and editing/rendering workload including premiere pro. So that could be a potential upgrade but there could be other advantages of using Intel other than mentioned above as well.
