That's the blow off valve and you don't really need one. Some turbos can handle it and are actually designed to flutter. The waste gate is on the hot side and probably part of the turbo itself.
@@TheJaboa a wastegate controls boost pressure by releasing exhaust gas before it goes into the turbo. A blow off valve is what causes the different noise from air going to atmosphere which causes a pshhhh noise if you have one installed or air coming back out of intake by removing the blow off valve which is what causes the stututu noise.

To get a noise from your turbo, destroy it by removing your waste gate.
