Storm Proof Matches. I go to the beach a lot (at least once a month). Anyway it is usually very windy and foggy so a ferro rod would do the trick but storms proof matches are better.
I have a ceramic & flint necklace I wear everyday, lighting up either deadwood, sap, or cotton makeup removing rounds with those on top covered in wax.
Fusees from work are my go to, they are free and there seems to be an endless supply of them.

A mini torch will light anything but if that falls under lighter category I would say Light my Fire - fire steel.
