    I just don't get it.
Does it mean anything at all?
    This still makes no sense.

asked google for interpretation: "Sailing to Byzantium " explores the dichotomies between age and youth , as well as sensuality and spirituality . The speaker is "an aged man " who comes to the realization that youth and sensual life are no longer an option for him , and he commences on spiritual journey to the ideal world of Byzantium .
it makes a lot of sense for johnny's story arc and what happens in this place in the game in particular imho.

I think it fits perfectly. Too perfectly, almost. A major theme of cyberpunk is people replacing their natural bodies- transcending mortality. Compare to previous lines of the poem:
"Consume my heart away- sick with desire - and fastened to a dying animal.
It knows not what it is
      and gather me
      into the artifice
      of eternity. "
The poem is about a man dealing with aging and his mortality by wishing to be immortalized through "artifice of eternity" and taking on different "bodily form" which is unnatural.
The reference to the drowsy emperor fits Saburo perfectly, too.
