Nice to conversation, regarding the Focaults
" Governmentality".
It merely refers to " Conduct". It is rationality with governing. Governing and rationality, how equally function - that raise Foucault, is governmentality. Conduct here does not mean Govt. directing ones life, but direct on self or self governance which is already conditioned by Govt. Such as, Health policy, Education policy etc. Govt. structured to the individuals or groups need. The political intervention of governmentality paves the way for biopolitics. ( Bio - power means, regularity power).

6:34min It seems to presupose an agreement with a feudal ruler. The ruling relation already exist. And it looks that it is the latter is what needs to be explained. How was it able to arise out of other relations, and able to keep itself there.
My understanding of this is that, and I can thank you for sharing this information, but my understanding is that the Sovereign of 1500s utilizes interior depth (intensity, via machiavelli, etc.), whereas the sovereign of the proceeding (1600s -> 1800) era utilizes the science of exterior (extensity), or a mode of thinking that creates science or savior as an appendage to interior consciousness. Therefore, in my analysis, the exterior propriety of science manifests as a nonlinear accretion of knowledge-power as a 3rd person domain of knowledge (local knowledge).
