In Germany it usually is really strict when buying alcohol - they ask for your ID until your close to 30, know you or you have a beard and look old enough.
But anyone knows someone older that can buy the alcohol (if something happens they will find out who bought it and the punishment isnt light btw). And a little beer at 14 isnt that bad.
Coming from an Italian family, we were allowed to drink some wine in special occasions.
