Yes,they kinda do,mostly to tell the difference between one thing and another,and to add a little "color" to the game. The rest goes to gameplay,mechanics,story etc.
@convict2282 Have you played Skyrim? I'm guessing not, but it's cool. It's been explained in the comments further down, but I'll try to explain in further detail.
Basically, The arrow in the knee line is something said by many of the guards in the various towns in the land of Skyrim. As your character passes by, they'll say things. Among them is "I used to be an adventurer like you, until I took an arrow in my knee.."
The actual wording may be different, but that's basically what they say.

@EpMeA yep those are indeed lasers, the cops and soldier like cops have them (STAG) one you reach a certain point in the game
should try cop stop in Just Cause 2. Using the grapple hook while roof surfing and such

I cant post my cop stop as I have now game recording, but what I like to do on SR3 for PS3 is use the RC possessor, get out of my car, shoot it at a police car, then set it in cruise mode and find a really long road of cliff leading to the sea the can drive off xD try, it's hilarious to watch!
@2009Bandman Saints row and GTA both don't have killing civilians and cops as the main feature. In only very few instances is it even mildly required, and is almost always avoidable. But, in support of the axiom of choice, the developers give individuals the freedom to do so.

Things to do in: Fallout 3/New Vegas: Brahmin/Bighorner Launching - use Explosives weapons to attempt to launch the battle-cattle as high into the skybox as you can, points for height and distance from ground zero.

Try and juggle a dragon skeleton in Skyrim using the reanimate corpse spell (any of them will do). Have it in each hand but don't double cast and they go flying.

@69Ratz Its a S.T.A.G vehicle. Its called the "N' Forcer" (enforcer)
I think it would be hilarious if you threw 2-3 satchel charges onto the back of your car and timed the detonation just right so that the cops would fly straight up into the air. idk if that would work, but it's worth a try
