i recon its so three condi weaver and one virtu can keep the buff and all the others use the special action key to cc. while unused you gain a dmg buff from the special action key (10% i believe).
if you watch closely they wait till luna (cryophoenix) gets the special action key as the last person. so they can keep 4 keys and they break the cc bar manually to around 70% and then instantly nuke it. Normaly you need 8 (technically 7 if i am not mistaken) to break the bar fully

My character limit on my graphic settings was set to low. A few attacks / Mechanics in raids don't show if you don't have the setting on at least medium due to diverse circumstences
