They have just been brought to the box as some modern smart switches require a neutral. Otherwise you'll find that they are simply connected together up in the ceiling rose etc. Heading off to the next light.
One cable (supply) coming from the breaker and the other (switching cable) going out to the light fixture. The switch only breaks the line (brown) conductor to turn off the light, the earths and neutrals are permanently connected.
