I passed my test on one of those. It was one of the last ones about 1997. I bought it new and it was the first bike I rode. I have fond memories of it.
Just rearward of the carb mounting spigot on the rotary valve cover is a boss with a hole in the center. There is supposed to be a hollow pin and a thick O-ring that goes in this hole. This is where the oil from the oil injection pump is fed into the engine. - With this pin missing you are creating 2 problems. #1- transmission oil is being sucked into the engine causing the severe smoking. The smoke likely stinks. - #2- the engine is drawing air in which is causing the high idle. - This basic engine design dates back to the late 60s. Back then the largest displacement was 100cc. It is a must to replace every o-ring whenever you disturb the rotary valve cover. Even when they were nearly new any attempt to reuse the old o-rings resulted in the engine sucking trans fluid. Back then we used ATF and it burned very white and with a terrible smell. - By now you’ve likely had a knowledgeable Kawasaki mechanic check your work and find the issues. It’s pretty lame that you had a factory shop manual on hand and didn’t read the reassembly section to catch the missing oil transfer pin and o-ring. It may have been left out when the PO was working on the engine or it may have fallen in the drain pan when you pulled the side cover.
That carbs from a kh250 triple, and when run as a triple the 2 stoke oil was fed in there. It’s obviously not needed on yours as the oil is fed in behind the carb.

i had one in 1980,was quick but needed a rebore at 1000 miles so sold it and bought an yamaha rd 250 lc.

Your carb is fine as it is, need the idle adjusting though. And maybe your oil pump too with that amount of white smoke
