Not fighting back while being assaulted is not a good idea.
Defending themselves (aka fighting back) should be reinforced, not the other way around.

I feel like you guys don't understand the reason for being passive. If the activists fight back, it will seem that they are in it to pick a fight and not actually stop people from being on the sidewalk. They want people off the sidewalk, they don;t want to further antagonize and take things much further by fighting. If they do that they may even see more people driving on the sidewalk to try to challenge them in fights and it could just end up being Worldstar instead of StopaDouchebag. Fighting takes away from the cause and it could get them into more trouble. Not fighting proves that they just want people off the sidewalk and on the road. It makes them look more genuine.
