Just freshwater RO water with just a bit of buffer to raise the pH

I treated my saltwater wrasse fish with copper overnight and did a fresh water dip for 3 mins. Now I noticed, there a slime like substance coming off the skin, is this normal?

yes that is normal, fish and specially wrasses they have a skin mucus that protects them

Can I use baking soda to raise the pH ?
