There is something very poetic about having a idolized NCR courier facing Ulysses, like two opposite sides of coin or two travelers who went down the same road but took the opposite forks at the end of it. One believes in a future which can come from order and building up and fixing the existing government and factions and another who seeks to reset it all in anarchy. It is even more interesting in the end when you manage to convince Ulysses to join you in the end and stop the nukes.
Ulysses as a character is wild, he’s literally a protagonist that just isn’t. He’s the only one that can go “band for band” with you in terms of achievements and is truly a worldshaper in the same way you are. It’s almost jarring to encounter someone so overwhelmingly competent and skilled.
