As a new Fallout Player, I heard that VATS, and like a sniper; my right hand just made, like, a reversed Gojo's Domain Expansion from Jujutsu Kaisen, on instinct (I use my mouse wheel to cycle sub-targeting, and obviously, LMB = Fire). It was like my subconscious was doing the whole "WHERE IS YOUR HEAD?!!" before I even knew I wanted to.
Two things 1:I’m glad this was recommended to me 2: people really underestimate how insane Frank horrigan is like even while dying he still tries to kill the Chosen one. Dude is a literal menace. He can punch deathclaws in half and even has AI built into his armor to assist him during a fight. He has his special stats all 10 and even before he became the monster everyone knows him as he was still insane.
Best part is he wasn’t really close to dying, his armour gave out well before he would’ve And like you said, even when split in half he continues to taunt the Chosen One and start a nuclear meltdown

He’s essentially a shorter super mutant behemoth at just over 10 feet tall if my memory is correct. I’d rather be chased by every resident evil nemesis / mr x clone than get anywhere CLOSE to frank.
I’m pretty sure it was officially stated somewhere (not entirely sure where) that the chosen one only won the fight because it was NEEDED, he didn’t win because he did it fairly, he won because the game required him to.

Frank horrigan, adam smasher, tiberos the red wake. Even master chief, emile, jorge and doomguy to some extent. There’s something about an unstoppable armour killing machine with an absolute sense of purpose. Perhaps even Lanius or Graham.
Plot Armor. Literally The Devs even said that it was actually impossible to kill him in lore even if you have the entire defecting Enclave Army, all companions, max level and all the turrets against him. He will still win.
I love this very specific genre of 'boss fight music' where a character is talking to the listener, bragging about their skills, but by the end of the song is defeated by the listener
Fun fact, Horrigan is supposed to have low intelligence according to canon, which was even further degraded due to FEV and experiments. But ingame his Intelligence stat is at 10, he is one of the few broken OP characters with fully maxxed out SPECIAL.
I think it's less that their weak, and more that they are entirely unwilling to accept help. Multiple factions were willing to aid them, but were turned away. It doesn't matter how strong they were. They were alone. Horrigan was no different. He met his end because he was alone against too many enemies.
there are a lot of reasons why, but mostly because the writing in Fallout 2 was a lot more simplistic than in 1 where the Unity had levels of nuance to it. Fallout 2 wrote the enclave as bumbling republican war hawks right as the Bush era was getting started.

So ive been playing the last installment of interplay fallout BOS Does anyone remember, Blake the super mutant ghoul high priest. The guy i'd say is almost as tall as frank. Dudes fkn huge and he uses the nail board but its more like a street pole the wooden ones that connect the wifi wires to your house. He speaks in tounges like a true priest which is pretty cool. You talk to him about a vault hidden some where in los Angelis Because the cult is known as the City of Los. Western fallout lore is just peak.
@@SaschaSeitz136 Nah The Chosen One came from a tribal group who originated from Vault 13, its obvious that he's meant to be the unrivaled badass of the wasteland just from his very title. It shows with how he wipes not only Horrigan but also taking out a vital chunk of the Enclave's might including a majority of their high command. Leaving any remnants and the Enclave stuck in the Midwest and East Coast to either be picked off by the Maxson Brotherhood and Midwest Brotherhood, or attempt to pick up the leftover pieces from there

@@Samevistan Has the motive, 3 showed the Enclave aren't stereotypical comically evil like 2 (Autumn appears to have all intents to have wastelanders reinforce their ranks and start rebuilding) so they can actually work towards something, and they'd have been a nice counter to the Institute. Enclave meet a faction with some tech more advanced than them, they also use old world satellites, want to save humanity, but also appear to be unable to work with anyone. Their interactions would be so damn cool, and it would be great to see the advanced Vertibirds used to assault Institute positions.
Enclave aren't U.S Government, they were a shadowy cabal pulling strings in the background for their own interests. Seriously, people simp for a faction they barely understand..
The way I look at Adam smasher and Frank is that they are each a side of the same coin. Horrigan is the biological tech focused version of Adam smasher while smasher is the full mechanical tech version of frank. The sandivistan is great but horrigan has turbo injectors and vats, both make up more than enough to match. Horrigan has plasma and Adam has mono wire. So the edge would be monowire imo.

Fun fact, Horrigan is supposed to have low intelligence according to canon, which was even further degraded due to FEV and experiments. But ingame his Intelligence stat is at 10, he is one of the few broken OP characters with fully maxxed out SPECIAL.
I don't get it why the enclave is always portrayed as all weak and dumb, in any post-apocalyptic setting they are the one that can survive the best
Their more modern portrayals are to show how disunitied the group is and how things can crumble due to one's greed or ambitions.
I think it's less that their weak, and more that they are entirely unwilling to accept help. Multiple factions were willing to aid them, but were turned away. It doesn't matter how strong they were. They were alone. Horrigan was no different. He met his end because he was alone against too many enemies.
there are a lot of reasons why, but mostly because the writing in Fallout 2 was a lot more simplistic than in 1 where the Unity had levels of nuance to it. Fallout 2 wrote the enclave as bumbling republican war hawks right as the Bush era was getting started.

It shows with how he wipes not only Horrigan but also taking out a vital chunk of the Enclave's might including a majority of their high command. Leaving any remnants and the Enclave stuck in the Midwest and East Coast to either be picked off by the Maxson Brotherhood and Midwest Brotherhood, or attempt to pick up the leftover pieces from there

@@Samevistan Has the motive, 3 showed the Enclave aren't stereotypical comically evil like 2 (Autumn appears to have all intents to have wastelanders reinforce their ranks and start rebuilding) so they can actually work towards something, and they'd have been a nice counter to the Institute.
Enclave meet a faction with some tech more advanced than them, they also use old world satellites, want to save humanity, but also appear to be unable to work with anyone. Their interactions would be so damn cool, and it would be great to see the advanced Vertibirds used to assault Institute positions.
Enclave aren't U.S Government, they were a shadowy cabal pulling strings in the background for their own interests. Seriously, people simp for a faction they barely understand..

The way I look at Adam smasher and Frank is that they are each a side of the same coin. Horrigan is the biological tech focused version of Adam smasher while smasher is the full mechanical tech version of frank. The sandivistan is great but horrigan has turbo injectors and vats, both make up more than enough to match. Horrigan has plasma and Adam has mono wire. So the edge would be monowire imo.
One is pushing the limits of cyberware, the other pushing the limits of biology itself
