HVAC REFRIGERATION: WALK IN COOLER running warm and Checking receiver level with a FLIR Thermal

This was a late night call on. Walk in cooler high temping. Compressor was off on overload and not starting. Also using a torch and a thermal camera, we checked the receiver level of this condenser.
