Forellis (most massacred and humiliated gang out of all three) - Their bosses got killed (Sonny in 1986, his brothers Marco by CJ in '92, Franco presumably in the Fort Staunton bombing, Mike by a car bomb in 2001), their main base of operation was bombed, all their members were killed and some guys remaining nearby Fort Staunton were either killed by the Colombians when taking over or simply left the gang, the bombing was put on the Forellis so they are basically on the National Guard's radar. Even though let's say, maybe somehow Franco survived LCS and continued to lead the gang, it wasn't gonna last long either, considering that they started borrowing money from the Leones, the last members of the gang got killed in a ice cream truck explosion and overall, went extinct. Also Giorgio wasn't a boss, just a capo so it isn't possible for him to be a boss. Leones - the most least hurt gang out of all three, only their boss got killed and most of their members got killed by Claude in a rampage and during playthrough.
