I think train carry on policy in NYC is quite lenient and most likely no-one with bother to enforce any official protocols if there are any restrictions.
I guess just avoid peak hours(maybe 30min before and after) cause trains will be packed like sardines. Other then that I don't think anyone would mind.
Rockaways is not the “place to surf”, the place to surf is either anywhere in the winter or fall when the waves are insanely good and the tourists leave, or in between gilgo beach and Davis park in the summer.

Winter brings constant 6-8 foot hollow waves, and open face point breaks near the middle and end of long island.
the surf looks relatively beginner friendly. reminds me of newport beach next to the pier in orange county california.
