The citizens of that host country should not experience any discomfort or hardship over this. If this is done, there might be far less chaos and far more unification and assimilation. If refugees disrupt this by disobeying the law and infringing on the rights of the citizens of that host country, they need to return to their country of origin. If they want to be part of that society, they need to prove it. Legal immigration is fine; but individuals have to show and prove that they are a positive and independent asset to that country not a burden.
