It's African country and i believe food stuff should be cheaper. Rice looks too expensive compared in our country. In that price i can pay kilo and half in my country
Some of the buildings are warehouses, they keep thier stuffs there but the small traders usually keep their stuff in other people's shops, they ask permission.

In Africa, it is very rare that you would see armed robberies. Africans go out to hustle - work for money or you won't eat.

Scales are usually used for meat. Aside that I actually don't know the reason most sellers don't have scales, I've not actually asked anyone.
