Shiki manages to partially "kill" the vampire contaminant in Sion's body, but it doesn't fully disappear, which would explain the events of Actress Again.

Anime was made, but it was so horribly developed that NO ONE with neurones would acknowledge its existence. So, there. No Tsukihime anime. Actually, this conversation never happened.
No, Tatari (The Night of Wallachia) was originally a man called Zepia Eltnam Oberon, a member of the Eltnam Clan of alchemists from the Atlas Academy (Sion's in this clan too). In his quest for power/knowledge/etc., Zepia made a deal with Altrouge Brunestud when a Crimson Moon appeared and became a Dead Apostle (one of the 27 Ancestors, oldest amongst Dead Apostles). Because he realized one lifetime would not be enough to achieve his goals, he found a method of recurring immortality.
This method of recurring immortality (similar to Roa's method) relied on human anxieties/fears: he used them to materialize himself via curses into a living nightmare, thus gaining the name Tatari in the eyes of the Church. Before Melty Blood, Sion was bitten by Tatari. During Melty Blood, Sion is about to fully become a vampire with the reappearance of Tatari in Shiki's hometown. Tatari wanted to transfer himself into Sion's body so that she could fulfill his goals, even if he ceased to exist.
I'll take pity on you and explain the joke. Melty blood is based off of the visual novel called 'Tsukihime'. A certain studio whom shall remain un-named decided to make an anime adaptaion of the VN. Simply put it was a complete clusterfuck, and the joke is that it is so horrible, everyone would rather just say 'There is no tsukihime anime'.
Interesting fact. The looping strings in this song are sampled from a song called Remember How it Started by Dan-O. I'm not 100% sure on this but, the song is a year or so older than the game.
I wouldn't know, I have not played Actress Again nor have I investigated its story (I'd kill to have that game ;_; ) What information I have provided is what I've gotten from playing the original Melty Blood. In the True Ending (or its equivalent, at least), Arcueid uses her Reality Marble to summon a Crimson Moon again and return Wallachia to his true form (Zepia).
@kingDarkrai1 It's not completely horrible - the soundtrack is good. It was watchable when I hadn't read the visual novel, but now I can easily spend 25 minutes on each episode saying what's wrong with it.
