It’s fine. They are not getting torqued to that high of a spec. The threads on the wheel will fail before the bolts (assuming you installed the rotor properly)
It depends on the tire you are running... In this case, removing the fender allowed the wheel to roll right out forward without having to fight it against the fender mounting hardware, as it would have interfered as the bolt heads were in the way.
