I don’t know if I’d trust that, but obviously use your own judgment. I believe certain eyeliners or like kohl are made to go on the waterline. Might be different if you have sensitive eyes tho.
I wouldn’t recommend doing this with an eyebrow pencil, they tend to not be as soft as an eyeliner and that could be really painful!! You want to use a very soft pencil for this
you could get a cotton swab and like put it in water or miceller water (whatever you prefer) and do just rub it along the waterline / where the makeup is. it helps if you use the other side (the dry side) to clean up from the liquid.

You should not be putting it on your water line, it is very bad for your eyes and it could make it not produce tears correctly. No hate☺️😊

Gently, using a cleansing balm first and then a gentle cleanser second. Easier to do in the shower rather than in the sink!
