no, no,, First and Second verse is read together but with a blank pause without releasing the breath, that's why the reader stopped at the middle of 2nd verse because his breath were out, it is called Siktah, - reading two verse without releasing the breath but pausing for a bit... 1 alif probably is fine..

Shaikh just starts again from the first verse after completing the second verse...its common among Qaris to do that some time even to stress the importance of the verse..in this case he just starts again from the 1st verse...
