    Thank you for this tour of Old Delhi. Whenever I see the tangle of electrical wires in the old neighborhoods I wonder how this seemingly haphazard system could possibly work. Obviously it does. How is electric service paid for? Is usage measured with a meter and billed to the user? Or is it taxed to building owners and included in rent? Are there many unauthorised connections? Fires from poor wires doesn't seem to be a concern. Please help me understand how this system works.
