Garp is clearly a powerhouse. I think his peak easily surpasses luffys current state. That said, I think dragon is the real sleeper monster and one of the strongest people in the entire series

Not only does Luffy tend to do the right thing, but he also tends to do what the government failed to in just a few days. I think Garp is secretly proud of his children's choices to work as criminals, fighting the corruption of the world which is something he can't do as a marine.
Garp is that one guy that flexes all his stuff but you can't even argue against it cuz you know it's actually badass as well

I swear one piece characters grow way longer than regular humans cause Luffy is currently 5'8"meanwhile Garp is 9'5". Roger was also stupid tall at 9', but looking at him when he started his journey he looks to be much shorter.
Oda is a genius he put soo many little details and lets you come to a conclusion. One of the things that showed how powerful Garp is was in Marine ford when he one tapped Marco and everyone on the pirates stopped and said his name in fear.

Frankly garp might be stronger than roger but slightly weaker to xebec, only difference is Roger's will was greater than everyone else!
Garp was most likely above xebec aswell he lost to both Garp and roger while having monsters and big named pirates on his crew. Plus rocks was killed probably by the hands of Garp. He’s essentially the main characters relative aswell and he’s the only one still kicking and doing stuff. He’s just in his own class honestly.

Honestly I put a prime tarp above everyone except a prime white beard who thinks wins in raw power against anyone. Rogers strength was never really in his power, but his ability to inspire people similar to Luffy, his charisma and ambition is off the charts. If it came to a 1v1 fight though I'm always taking garp or white beard over Roger.
I give white beard the nod over garp, because while garp eventually captures Rogers, he never defeats WB. Old WB also damn near 1 v 3d the admirals who whole aren't as strong as a prime garp, are still powerhouses.

I 100% think Garp is stronger than prime Roger and Whitebeard. Because even though he never caught him, those times they fought Garp never lost, from what I can recall at least, we were told that they either ended in a draw or with Roger escaping. Plus we know Garp isn’t the type of guy to bring a whole fleet of Marines so you know those battles were with small numbers. And they won the each time. The only characters that I’d say we know of who is stronger than him is Xebec, Imu, and the original Joyboy. Though Dragon could be in that discussion but we don’t know. I guess you could maybe throw in the 5 elders but I would say that Garp is probably stronger. Is this because he’s my second favorite character? Yeah.. yeah that’s probably it.
My thinking is Garp could handle Xebec 1v1 fine it was the other monsters on Xebecs crew Garp needed Roger to deal with during the fight. That said I feel it went the exact same for Roger, He could have dealt with Xebec 1v1 but would have needed help with the full monster crew.

I just feel that Xebec had to be a true demon to wrangle all those crazy pirates along with calling a temporary truce between Roger and the Navy just to take them down. Plus iirc they tried erasing his name from history similar to the void century so surely he had to be that crazy.
Also Garp and roger seemed to have built up a relationship over the years, I don’t think Garp would’ve intentionally captured him to bring him to the world government of all people. He probably let roger go a few times like what fujitora did for luffy during dressrosa. Garp was most likely running the fade on these pirate crews with fodder, bogard and a rookie aokiji

The only difference is you’ve said Garp is equal with Roger which I can definitely understand, I just believe from everything we’ve been told that Garp is stronger. Also literally all of this is speculation because none of this has been explored enough in the series to have a concrete answer. Heck you could claim that Xebec could be weaker than all of them and was more like a Buggy type character and it’s just as credible as any other claim.
Garp is probably the only person who can do "2 Yonko Merged attack" (the one that Kaido and BM did against supernovas) but can do it solo and doesn't even fucking sweat over an attack like that 💀

Tbh, Roger was afraid of garp and it's cannon that every time they engaged Garp would almost Catch Roger and Roger would even say that on a few occasions Garp almost kills Roger.. so Garp is a leg above Roger at his prime, and now he likely scales to Roger shortly after dying which is insane.. so I would scale current Garp to Prime Whiteboard in the current story.

Can’t imagine prime Garp I wouldn’t be surprised if he was stronger than Roger or any pirate around at that point, wouldn’t make any sense for them to have held down the threat of the pirates during that time if Garp or sengoku weren’t monsters in their own right cause the other top tier pirates always have strong ass crew members. I feel like Garp was the difference maker in god valley, seen roger and them potentially losing than helped them out eventually

i couldn't have said it better... you just hit the nail on the head. Grap really is the one of the strongest character in the series. Think of this, Imu and the five elders hates the D-Clan so much but yet knowing Grap is a member, his son Dragon is a revolutionary and his grand son Luffy is now a yonko should be enough reason for them to hunt him down. yet we see no sign of these very power guys trying to do so. if that doesn't tell you Grap is more scary than Roger, nothin will.

Do we know one confirmed canon devilfruit user except toki who had a devil fruit power before roger became the king of the Pirates? It oddly seems as devil fruits existed hundreds of years ago but stopped and reapeared some time Round roger becoming king of the Pirates. There are odly less devil fruit users seen in flashbacks. The oldest i can think of is big mom and her chef.
