Luffy has no black armament look on his arm or anything. The second is hardening, this makes the person's body stronger, which is why a lot of people just use level 2 since it has the benefits of level 1 and a bonus effect of being able to hit harder. Level 3 is advanced armament the technique Luffy learned from Hyo and the one Rayleigh showcased

My headcannon is that Garp had Dragon raised like a marine/to become a vice-admiral so he was a lot more involved with Dragon but when Dragon left and came back later on with Luffy I think that’s when Garp made the decision to step back, have them find their own sense of justice and hopefully it leads them to being marines

A man who personifies the moral ambiguity of his world, who was present in some of the most important events in history, one of the selected few who know the true story of the world, seen as an unstoppable hero, and yet, when it matters most, he can´t do a thing. The scene between him and Dadan after Ace died had me screaming.

I honestly have a very low opinion on Garp. Perhaps his greatest moment was saving Ace as a baby and ensuring he'd be raised out of the sight of the world government. Otherwise he is what I'd consider to be a big coward because he chooses to follow what is easy, being punching pirates, over what is just since he is well aware of the great evils of the world government and Marines yet still decides to be apart of them in a so far very inactive role politically. At least Kuzan eventually realized this and left to do whatever he felt was a better way to make a difference in the world.
