I once made a game that did the same but opposite, instead of making pac-man to a snake, I made the "ghosts" to snakes. T'was pretty fun, put it up on the student-made arcade-machine where I used to go, but unfortunately the arcade machine has gone out of commission since.
What if you made ghosts able to travel over the tail, but at a fraction of their usual speed? This could integrate the mechanics and add a layer of strategy that doesn’t exist in regular Pac-man. This could also serve as a form of difficulty ramping, where the ghosts lose less speed in the tail with each level that passes, until their speed is unchanged or even a little faster in the tail. As for the power pellet, I think the way to go is through the scoring system. You could make it so that the score is multiplied based on the length of the tail, and give the player the ability to eat the tail while in the power pellet state, presenting a choice between low-risk, low-reward and high-risk, high-reward.
Maybe one thing you can do is that when ghosts follow packman they slowly eat your tail. (Not as fast a a following speed but slows them down and removes your tail. ) This mechanic may or may not work well but it is worth trying
I know it's too late but if ghost eat your tail, make the rest of the tail shrink just like tail in the tunnel "portal". So player can intentionally chase the ghost to cut its tail with the risk of touching the ghost
I love it! I think every time a ghost hits the tail it should knock out a few segments of the tail, reducing its length and allowing the player to manage the tail length that way.
Very simple idea to drastically extend the possible play time of a run: When pacman eats a ghost, *remove X units from pacman's tail* . I would tune it so that you need to eat about 14 ghosts per wave (where a wave is one full set of dots and power pellets) to make the tail shrink as much as it grows from eating all the dots. Thus requiring extremely good play in order to make pacman's tail get shorter over time. Alternately, the number of units removed from pacman's tail could be slowly lowered as the game progresses, eventually forcing pacman's tail to gain more length than it could possibly lose in one wave, and therefore forcing the game to end eventually. There's a lot you can do with the balance; try stuff out!

I played this pie worm game and it's pretty fun, i haven't seen a bug yet.

I think it'd be cool to combine the freak out and jump rope. so they'll turn around if they need to, but if possible they'll jump over your tail
