I came here to comment that Tanner playing Shaggy was the best thing about this cuz you literally embodied the character! I say this as a die-hard Scooby Doo fan who collects the series and movies (when I can afford to buy them. Haha I'm also broke!). Then I saw your comment, and I was like, "I'll just reply to him!"

It would largely depend on if his monster impersonation counted as a form of entertainment.
He may require some permits and possibly some kind of consent form, I cannot be sure as I am not a legal professional.
There is of course the question of whether or not they were authorized to be there conducting their investigation as I seriously doubt they are licensed Private Investigators (with the possible exception of Velma) and I don't see why this guy would hire them with their track record.

We are not fooled. We all know it's his master Shaggy who wields the unlimited power.
Yeah. We all know that long ago, when Shaggy was feeling alone, he created his own best friend. But to make sure his best friend could keep up with him and still keep its powers hidden, he made Scooby Doo(his real name is S'Koobe Dooh) into a Great Dane with enough power to rival the likes of Broly.

Y'know I'm sad that they didn't use the phrase "Dog where?" In this sketch, it's a classic Scooby-Doo line. Also in Scooby-Doo: Mystery Incorporated he is literally confirmed to be the descendant of an alien that possessed a dog. But this sketch was still way fun and cool!

Shaggy did a really good job on me and shaggy. Now I don't know these new Studio City people the way that I know your original but whoever it is that played shaggy did a really good job on playing shaggy for Checc his voice is not easy to do so I like that a lot. But I think they all did a really good job on playing their characters to be honest

A small note: we all now that Scooby isn’t possessed, Shaggy likely sneezed on him and accidentally enlightened him with 2% of his power. He was also probably the one who gave the rest of the gang the nightmare telling them what Scoobs name was
