Every college offers merit aid based on different factors. You will need to find a school that offers generous merit aid based on test scores and/or GPA. Most schools offer aid based on need. With a combination of need-based aid and merit-based aid, you will find schools that offer close to a full scholarship.
AFS is a great program that has been around for over 75 years. We only had room for 5 though - but it's worth researching any program you are interested in to see if it meets your individual needs.
