By that is I could go along with a government making a weapon like REX. A nuke invisible to radar, completely impossible to intercept? Oh yeah I can buy that, I can buy a unit like Foxhound a tier one group to do the stuff we will never know about? Yup I can buy that too and definitely using the human genome project to make superior soldiers on a genetic level absolutely. I would not be surprised if they looked into it and see if it would work.
