The IFRC in the Humanitarian System.

The SOHS represents the first collective attempt by the international humanitarian community to systematically monitor and report on its progress and performance. Based on the best available evidence, the report provides a system-level mapping and analysis of the performance of International humanitarian assistance according to OECD/DAC criteria.
