I spent half an hour looking for this guy on the internet. I finally just typed in “old singer with big nose and hat” and found out his name is Jimmy Durante. I’ll never forget his name again.
He began his entertainment career as a ragtime pianist around 1911 billed as "Ragtime Jimmy". He later led one of the earliest jazz bands in New York City.

That was what he called the chorus of ladies on his tv show. I used to sneak out of bed and hide behind the couch, so I could watch Jimmy. I wasn't fooling anyone. Mama and Daddy knew I was watching Jimmy, and changed my bedtime so I wouldn't miss his show. I miss those days. I miss those people. I think that your source material for the lyrics may be incorrect. Whereas the lyrics you found say: "It doesn't have to be classic or 'rock' " I think that Durante sings: "It doesn't have to be classic or art" [I could believe: "... classical art", as well.] I mean, the term "rock & roll" wasn't in use 'till the mid 1950's, & this clip is from 1947.

it's actually "...classic or art..." so that it rhymes with heart. But with his Manhattan accent (art becomes "aht") and running together the "r" from "or" it does come close to sounding like "rock."

Jimmy Durante was an amazing talent! No entertainers like him around anymore.
Im 68 and was fortunate to grow up watching both of them. The chemistry between them is so awesome. They're gone now but the music will live on.
