Young people are actually less likely than adults to get addicted to screens and typically won't have as much responsibilities related to finance, looking after others etc, so them getting addicted is less of a concern than a spouse. At any rate setting arbitrary limits is ridiculous and even harmful, no one has that right.
I'd only be concerned if signs of addiction were showing and if they did, it wouldn't be the addiction I'd be worried most about, it'd be the cause behind it, is it a sign their real lives weren't rewarding/interesting enough? is there something they want to escape from and they find solace in these devices? even if someone was addicted, that stuff would be the concern not the devices themselves.
