Very cool circuit. What is the purpose of the third relay? Is the coil in relay 3 in parallel with coil in relay 4 being used to balance current as coil 1 and 2 are in parallel ?

The third relay will be used to send signal to next stage in the counter circuit

There is no problem if they are provided with the rated supply . relays are used in power supplies for a lot of equipments that runs for a long time ,in TV's for example .
