I'm rather fond of the idea that the size, strength, and power of the Orks is proportional to the power of what they are fighting. Orks got smaller and less powerful because the Necrons took their long nap and the Eldar just started avoiding fights. But then the humans really love to fight and the Orks started back on the path of bigga and stompy.

Personally believe the krork devolution is more layered then just the eldar easily kciking their asses in a fule scale war with warp shenaningans and orbtial bombardment, which I think is bullshit because the korks would have been more than powerful and intellegent enough to counter such tactics, not to mention that they would be at their strongest in a full scale war, which is what they were specifically created for.
No, instead i believe that the krorks devolved due to the lack of large scale war in the galaxy. During the war of the beast ork diplomats were sent to Terra to offer peace terms for the imperium, as long as they surrendered. If the beast offered peace to the imperium then I believe that the korks would have the intellegence, honor and patience to remain peacful with the eldar who were their allies. But this would case major unrest within the krork empire, because there were no major enemies to fight, and because war and fighting make orks grow larger and more intelligent it would significantly stagnated the growth of the krork population.
Then there was the enslaver invasion, which devasted the krork population until its end. But do you know which race during this invasion was not involved? The eldar, who hid in the webway, bot even attempting to save their fellow allies from the war in heaven.
Once the krork empire was weakened, the eldari would start instigating civil wars amoung the remaining krorks. One such civil war was Da Big Party, where all the ork clans united to destroy the most powerful of thw clans, the vlood axes, which I believe were led by the last of the krorks, which would explain their use of tactics and why they were the most powerful out of the clans.
And then finally, when tha last krork holdouts having been either fully eradicated or severely weakened they could begin massive culling campaigns with the purpose of killing as many orks as possible, and targeting any ork who had the potential to become a krork, which they still do to this day.

If there is any race that is a perfect match for the Orks, its the Humans. We love violence, war, and a right good krumpin just as much as any Greenskin!. We are not overtly powerful enough to turn them into Krorks, and we have just barely enough warp fuckery in the normal ranks (not including the Big E and Primarchs), that they have to stay 'sneaky', relatively speaking, as they are in the current setting, according to the ideas Majorkill brought up.
The Eldar are too avoidant and warpy, the Dark Eldar are the same but edgier, the Necrons have yet to truly enter the setting, the Nids are similar to the Necrons, if the theories are to be believed about every hive fleet so far only being a scouting party, otherwise theyre a pretty fun match for the boyz...but the 'Umies. The Umies are always a good time for the boyz.

In 2024 novel Da Big Dakka *spoilers* orc warboss gets poisoned by a dark Eldar with a super growth poison that kills you by making your tissue expand so quickly you explode. Warboss tells dok I don't feel so gud and gets stick with antidote sort of. Anyway he gets really big after he passes out and the dark Eldar find him and capture him. Antidote kinda worked he is MUCH larger than before. Dark Eldar lady lols at ork for being dumb and shit. Orc is able to communicate with her now, and comprehend what she is saying. Has a entire philosophical debate with her.
The bigger the orc (doesn't matter how) the smarter they are through the psychic frequency generated by their species to access the gestalt information of the krork.

One of their gods defeated what could have been the strongest C'tan (tbf warp beings are to c'tan what charmander is too a wurmple but still very impressive even with the type matchup advantage) so i imagine with full access to their pantheon they must have been BUSTED. but on the other hand their general troops and technology would be similar to what we see eldar factions using today, just with more super weapons like what the necrons unleashed vs admech in the pariah nexus. they would have also had insanely more numbers. I think alot of eldars 40k weakness is a lack of numbers, as they didnt lose all that much technology, necrons too.
i wonder if aspect warriors who represent aspects oh khaine would get a power boost if khaine was whole again? would eldar get faith like abilities with their gods being back?

In response to the threat of star gods + an army of self repairing robots with the best tech the galaxy has ever seen the Old Ones made Krork (40' tall, more advanced power armor than Astartes) to fight the 'roided up terminators made by the strongest real-space wizards:

Your theory about Krork evolution is really intriguing! One of the most persistent misconceptions about evolution/natural selection is that it always leads to things becoming "better" (by human-centric standards), but as you say, it's a response to external pressures. Becoming less aggressive/offensive in order to coexist with their environment absolutely makes sense for the Krorks, and it's a pattern we see all the time in real-world biology (eg some viruses, which will often become less severe in order to persist endemically in the population).

Besides in the Assignment page One Omega Plus tier entity is said to casually wipe out a galaxy and move on to other parts of the universe. Yet the 40k galaxy still exists integrally even after the war in heaven despite some star clusters getting wiped out in the process.

Your size theory for the quarks is a bit off if it were evolution in the case of the dinosaurs and insects shrinking in size it would be a case of them adapting for their environment but the reason they shrunken size was because for the insect specifically there was less oxygen they're basically the same creature but they are essentially adapting for Less oxygen to be around in the air
The orcs becoming smaller and nibblers probably just because of a loss of energy but it could also be that their size prevented them from getting at tactical resources and that they weren't able to therefore avoid or bombardment and other things it prevented them from strategizing because they were so huge and could not move to tactical positions
If the orcs were evolving to better themselves in some way they're shrinking in size likely allowed them to survive at all as if they were giant they were just be big targets

“The discussion quickly devolved into chaos.”

I think the Krork's devolution was a form of "starvation" in a way. There simply wasn't enough war for them to maintain their WAAAGH and the change came due to that. Would be interesting to see them emerge again(atleast in limited numbers) due to how batshit chaotic the current setting is getting especially with more and more Tyranid tendrils breeching the galaxy and chaos shenanigans wilder then ever, feels like a good point lore-wise to reintroduce them or some sort of proto-krork. I think they would actually make a stabilizing element or counterbalance to tyranids and chaos.

Love how you applied evolution theory in this for the Krork, nice idea there! Now....make a lengthy video of all the times you said "WAAAGH" in this video and looped to repeat over and over for an hour!

Granted and alternate theory on the Ork devolution is that as the Eldar went from mighty warrior race to degenerates over 16 million years the Orks evolved matching their weakened foes cause the whole point is a good fight for them.
