That's acid. This is a "pattern welded" or "Damascus" steel, meaning two or more steels welded together. Smiths dip them in acid, because the different steels etch (which means to remove material with acid in this case) at different rates, it causes reflective contrast, which is how you see the pattern in the steel.
With this simple designer, for me it is one of the most beautiful pieces you have ever made. Congratulations and all the best always.

You could use a flour sifter to apply your flux/borax. Can be found at a baking shop or online for cheap.
