No, it's not an extension. Click on a component (don't open the editing box), then right click and choose Change Axes. You can do this is SketchUp 2019.

I mean how we can relocate blocks axes,becouse I cant see this options as in component...
by blocks I mean groups;)
They don't have a local axis, so there's nothing to relocate. They also don't have a dragging handle; you can click the Move tool anywhere.
