For those thinking this is 'obvious' it actually answers two fundamental questions for me -1) You CAN drive these in without the special tool 2) Once inserted the hinge is removed/re-installed with the screws leaving the insert in place.

What size drill bits are needed
8mm is the drilling size for the dowels and 35mm for the hinge cup
Would you recommend skipping the dowels for hardwood?
Yes, I would recommend the press-in dowels only for MDF / laminate doors, and I would use wood screws for hardwood doors.
