Not that I'm an expert, but I've heard that speaking with a passenger is easier and safer because they can gauge the driving conditions. They can quieten down or stop talking etc. if there is a problem on the road or the driver needs to concentrate etc. A person on the phone, like you said hands-free, cannot gauge the driving conditions and the conversation is more likely to get heated or intense or hard to focus on
