On July 13, 2023, a stolen vehicle was reported in Tomah, WI. Law enforcement spotted it, leading to a high-speed chase and a crash. The driver, who had a history of vehicle thefts and was already on bond for such offenses, displayed erratic behavior attributed to recent drug use (meth and heroin). Following this incident, she failed to appear in court by late August, resulting in a bench warrant for her arrest.

$5K bond on a laundry list of charges as a repeat offender... The DA/judge presiding over this case should be recalled/removed from their positions of power ASAP. Beyond ridiculous.

She does all this while on bond and they let her leave jail for 500$ bond (5,000/10%). What a shock that she failed to appear. The DA’s and judges need to go to jail. She is going to kill somebody.
It's WI. Even though code blue cam is pretty much exclusively WI, I still see these comments. There are no bail bondsmen. You must pay the full cash bond amount directly to the state. Yes, she or someone else paid $5,000 CASH to get her out. But, given the fact that she was already on bail for stealing cars, is a known addict, has almost certainly skipped bail several times before, and has no problem leading police on high speed chases.... $5,000 is insanely low.
Honestly I don't think people that lead police on high speed chases should be eligible for bond at all. Why on Earth would anyone expect someone like that to show up for court?

_Sometimes_ the judge’s hands are tied by insane local laws that limit their ability to take certain factors into account when setting bail. I don’t know the specifics in this case, but I tend to believe that the states that enact said dumb laws are also the ones that elect pro-criminal judges.

There's a case in Virginia where a perp checking out stole a wallet from the coat rack. It was owned by the judge who'd just sprung the guy. Guess what. Suddenly, the judge wasn't so lenient.
Another time, a guy with 23 previous arrests stole a boat. It was from a judge's place. Guess what...no more leniency for him.

She started whining about her social anxiety, ptsd, depression, generational trauma and so on. She was lily white but claimed to be First Nations. She was playing the consummate victim while excoriating the officer for his horrible whiteness. Why can’t these adult babies see that they are responsible for their own actions? i don't think this was related to the george floyd incident in any way. she has asthma and requested for her inhaler several times, a few of those times being while she was being placed into custody. i believe she was just having an asthma attack likely caused by all the drugs, high adrenaline and running.

Our prisons in Wisconsin are so full that a lot of them are on lockdown and have been since the start of the year. There is a massive surplus of criminals and an even larger need for corrections officers. So people like this go in and then pop back out for others to go in.
Seriously? There is that one guy who has been a lifelong criminal and is now walking around free after being charged with 91 felonies in three jurisdictions. And then there is the family that started the opioid crisis and avoided jail by agreeing to split the profits with the government.
Everyone in prison is there voluntarily. There's always room for one more. If it's overcrowded that's too bad.

It’s heartbreaking to hear her say that she needs help and wants help, but the last time was in jail for stealing a truck they just let her go without mental help. It feels like all of these crimes are a desperate cry for help in a society that is quick to jail people over, and over again without actually helping them get out of those patterns of behavior.

Seeing the sign on the door of the truck makes me extra sad, she stole someone's work vehicle. The judge needs to consider how this has affected the owner of the vehicle, how did this impact their business and life?? Did they miss a mortgage/rent payment that month, incurring ridiculous fees? Were they able to put food on the table?? Might as well hand the judge a knife to cut the throats of all the law abiding citizens, that's essentially what they do when they let garbage people like her walk.
At least the truck didn’t get pitted, and probably just needs a set of tires.

The uneven application of the law indicates a failing society. The cost of having Penny roaming the streets and taking valuable police and court time is greater than putting her in jail/rehab/mental hospital for an extended stay. Penny is a danger to herself but more importantly to society at large. The public needs protection from people like Penny.

The rule of law has become something of a farce, having developed into a career path for lawyers more than a system of justice for the people it is supposed to serve. Fixing the problems you point out could likely require an overhaul of our entire society.

I imagine the problem is they don't have the resources and space in the jail for the countless people addicted to drugs. So they just let them out on bond to do more shoplifting, drunk driving, carjacking etc.
