It's just that if they instead let less famous or unknown actors get a chance, they would not only be able to have the same voice in all appearances, it would likely be a bit cheaper, and they also give a new actor a chance. Instead of just using the same famous ones over and over again.
Do Disney/Pixar really need famous actors to get their films popular? I get that some films use famous actors so people watch them for that reason. But this is Disney/Pixar.

It's actually a rather wholesome reason why; his brother needed the work when the first film was being made. So he convinced Pixar to hire his brother for non-film roles for the character in his place like TV shorts, advertising, games. And they kept the contract that way ever since.

No, he’s not the one in the beard. He is just the one running in the scenes where it shows Forrest going fast. His brother was a track star back in the day so they used him for certain scenes but the bearded running scenes were all Tom.

Actually, Jim might be a little more talented in voice acting, because he's doing an impersonation, while Tom is using his own voice. He's using Tom's popularity, and his own talent. This is a very well known fact. All the retail toys that have audio are voiced by Jim. Also, Jim Hank's was on equal footing acting wise in the early 80s, playing in very similar movies to Tom Hank's, similar low budget comedies etc, but Tom managed to edge forwards in the late 80s with films like big etc. Jim Hanks is a very good actor.
